Abstract

2016 marks the 155th anniversary since the appointment of the former Director of the Stavropol school to the position of the director of the Lazarev Institute of Oriental languages. A humanist, a social activist and a teacher created a coherent system of thinking about learning and education. One ofthe outstanding representatives of his time Y. M. Neverov (1810-1893) made a signiicant contribution to the development of national education of the XIX century. The core of the publication are documentary materials from the funds of Russian state historical library, and previously unpublished archival documents from the collections of the state archive of the Stavropol region, characterizing the activity of Y. M. Neverov at the position of the Director of the Institute.

Abstract

The article studies the process of shaping the vision of Caucasian communities in 1917 as regards their place as a part of Russia. With the reference to memoirs of participants and contemporaries of the events, one can see that the overthrow of the Russian monarchy was an incentive for local institutional activity. Political and intellectual elite has sought to prepare the Caucaus for the entry into the Russian federal state as an autonomy. On the other hand, the weakening of the Interim Government resulted in the growth of centrifugal trends. Employing historical sources the author demonstrates the unity of Transcaucasia and the North Caucasus in their socio-political development from February to October 1917.

Abstract

The subject of the article is topical due to the social context that is the tragic 75th anniversary of the Great Patriotic War. On the other hand, the appeal to the origins of the Second World War is crucial. The reflection over those events has not been carried out at the scientiic level thoroughly. The article studies the role of the Nazi party in the formation of ideological and economic factors in the preparation and unleashing World War II and Great Patriotic wars: the Ministry of propaganda, Bureau of Rosenberg and the «four-year plan», as well as the program for world domination.

Abstract

The article deals with transformation of Scottish national identity in the context of Scottish participation in the development of the British Empire. The author refers to numerous statistical and narrative sources to demonstrate the practices and mechanisms of Anglo-Scottish emperial unification. It is claimed that Scottish colonial success can be considered the main driving force in the national integration and shaping Scottish national identity. The author concludes that in pre-1914 period Scottish nationalism was expressed in the form of cooperation between Scottish and English merchants, soldiers and doctors who had created the united British Empire.

Abstract

The unique episode in the history of colonial India - the activity of provincial Congress ministries in 1937-1939 - has been poorly highlighted in national scientiic studies. Before India gained independence the Indian National Congress, an oppositional party to the regime, having won regional elections, had a chance to prove itself in practical politics. It is the first time ever in national studies of India when the article refers to documents of Congress ministries. The pro-Hindu bias in their policy led to a rise in tensions between Hindus and Muslims, which alongside objective factors, led to the tragedy of the country's division in 1947. The topicality of the research prompts no doubt against the backdrop of the aggravation of inter-faith conflict in the contemporary world and the need to search for compromises between civilizations.

Abstract

The article studies the problem of famine from a new angle - from the standpoint of Russian intellectual elite. The eyewitness and participant of the terrible disaster sociologist p. A. Sorokin together with I. P. Pavlov and V. Bekhterev took part in an expedition to study the phenomenon of mass starvation in the Volga region. The emphasis is on practice of interdisciplinary cooperation between scientists in the study of famine. Works, an autobiographical novel, theoretical writings and sociological journalism of Sorokin are of interest not only as a historical source of the whole period. They provide information on the causes, extent and consequences of famine in Russia; the assessments are made. The study features the analisys of how the outstanding scientist interpreted the humanitarian disaster in 1921.

Abstract

The phenomenon of «soft power» is gaining domination in the coordinate system of the foreign policy of the leading countries in the world, including Turkey, which has been increasing its political and economic potential in the region of the South Caucasus in the modern system of international relations for the last decade. The basis for successful «soft policy» on the part of Ankara was laid in the post-Soviet period, when the Turkish Republic was trying to become a regional leader by changing behavior strategy.

Abstract

The article is devoted to the problems of American Quakers' activity in North America beginning with the 1660s. The analysis of their religious doctrine incorporating the elements pacifism is carried out. Both the compulsory theological components and the peaceful platform of Quakers' activity in America are specified. The issue of pacifism in Quakers' activities and the attitude of other religious movements and the state authories towards them are in the focus of consideration.

Abstract

The article studies the problem of cultural policy as implemented by Bolsheviks in the Stavropol region in 1920s. One of the essential elements of Cultural Revolution was the library work which played a great role in forming a "new Soviet person". This could be proved by adoption of special normative legal acts. Activating library work in Soviet Russia was preconditioned by propaganda and education needs of the state. By example of the Stavropol region, it is shown that centralization of library work was incomplete in 1920s. Efficient library activity required appropriate work staff. Heavy daily labor in the village left the development of library work on the periphery of the interests of the rural authorities and the villagers.

Abstract

The article, which is based on the evidence of contemporaries and archives, studies the reasons for reduction of silk output in Cossack's communities of the Terek left bank in the 30s of the XIX century. The dynamics of the process and attempts of authorities to correct the situation are shown. The scientific novelty of the work is in the reference to archives, which have not been previously unused. The authors specify statistic information connected to cultivation of mulberry trees and the quantity of the produced silk. The emphasis is made on the difficulties faced by the Cossacks during military and political opposing on the North Caucasus. Those challenges distracted the able-bodied population from tackling household tasks and prevented from being engaged in silkworm breeding effectively since it demanded specialization. Unfavourable climatic conditions also played their role.

Abstract

The article explains the increased level of scientific interest of regional scientists to the problems of everyday life, showing their versatility as well as conceptual and methodological possibilities of objective research on this topic in the modern world. In this context, special attention, according to the author, deserves the territorial wartime aspect of everyday life, which makes it possible to identify regional features of its manifestation in complex socio-political environment. The author focuses on the fact that Russian regions were the source of mass labor of patriotism and heroism, which confirms the relevance and scientific significance of the research problem The novelty of this work lies in considering the daily life of the civilian population in the rear areas through the prism of the life support systems of the local society.

Abstract

The article studies the creation of the first professional troupe of the Stavropol drama M. Y. Lermontov theatre. In the XIX c. establishing the theatre was considered the highest cultural prestige. The history of development of the Stavropol academic drama M.Y. Lermontov theatre does not pose a new topic for the historical literature, but few works highlight the activities of the actors and directors who made the theatre work. By means of empirical material analysis, the conditions of creation and activity of the first acting troupes of the Stavropol drama theatre are specified. K. M. Zelinsky's troupe takes one of the most glorious pages of the history of Stavropol drama theatre.

Abstract

The article deals with a topical academic problem of the history of development of historical narratives in the Russian province in the late XIX - early XX centuries. It focuses on the history of foundation and activities of Stavropol Society for the exploration of North Caucasus region. The author is the first researcher to use archival resources in order to analyze the Society's manifold activities: archeological, ethnographical, historical, educational, as well as activities relating to museums, publishing and preservation of ancient monuments.

The article studies the influence of the first cooperative law as regards the enhancement of outreach activities on the part of cooperators, on the self-consciousness of the masses in organizing cooperatives to improve their material and spiritual needs. The article features first-time analysis of the impact of the cooperative law to enhance and institutionalize cooperation. Abstract

The article studies the dynamics of the population in the city of Yelets from 1594 to 1711. A variety of archival documents, which date back to 1594, 1618, 1645, 1688, 1697 and 1711, are referred to. The article also specifies the correlation between Posad (trade and handicraft) and the serving population of the city. This is because the presence and number of urban population in the city is an important indicator of the urbanization process. As a result, the article shows a gradual increase in the number of suburb residents and the reduction of the service population preconditioned by the process of turning Yelets from a military fortress into a trade and craft city.

Abstract

With the reference to archival materials, the article reconstructs the history of formation of the main administrative structures and the economic activity the clergy of Alexander and Mary diocesan charity opened in the North Caucasus in 1897. The popularity of old age homes in Russia was due to the lack of other types of charity as regards the poor, weak development of private charity, the lack of relevant legislation. By the end of the XIX century almshouses of the state were of two types: illegal and class. The above-mentioned aspects are viewed in the context of a particular diocese.

Abstract

The article studies similarities or differences between the legal status of a citizen and a foreigner in Russia and Germany. The comparison is necessary for a comprehensive analysis of the process of Russian-German cross-border migration. The legal status of the citizen and the legal status of a foreigner can affect the process of cross-border migration. It can contribute to it or hold it back. According to the author, the status of a citizen and the status of a foreigner are determined by the principle of state-territorial structure as the relation to territories is in its essence the relation to the people inhabiting them.

The article shows the evolution of relations between monarch Henry VIII and his advisors Thomas Wolsey, Thomas More, Thomas Cromwell, Thomas Cranmer, which had a particular impact on internal and foreign policy of the king at certain stages of political activity. Abstract

The article features progressive success of Pentecostal Church in the present time countries of postcolonial Africa. It is due to flexibility and ambivalence of missionary preaching discourses: on the one hand, the prosperity gospel granted by God is claimed, on the other hand, it is argued that the accumulation, competition and private initiative, carried out by unjust methods present absolute evil caused by the devil's instigation, personified by the pagan cults and magic. The recognition of the occult and magic as effective basis allows to construct a new reality, embodied in the religious discourses of the preachers, Pentecostals, and also to assume reasonably, that the options of African modernizations are not reducible to the dominant Anglo-American model.

Abstract

The article considers the effectiveness of social and economic policy of the Soviet State in the final period of N.S. Khrushchev's political leadership. The novelty of the research is in the reference to documents of the Central Committee of the CPSU which have been found in the Russian State Archives of Contemporary History and are introduced into scientific circulation for the first time. It is also in the analysis of the consumption level of different urban and rural population groups of the USSR based on the results of the 1962 budget survey. The relevance of this topic is determined by the tasks of the Russian State to solve the problem of equal opportunities for various categories of the population to satisfy their material and spiritual needs.

The article analyzes various aspects of the legal regulation of banking in XVII-XX centuries with the reference to modern, highly informative methods.The authors note that in the period under review, there was constant development and improvement of legal norms that regulate the activities of credit institutions, which determines the need rapidly developing economy of the country in many ways. Economic development was accompanied by increase in the number and the emergence of new types of credit institutions, which was inextricably linked with the adoption of new legislation.

The article describes the experience of implementing information and legal profile and teaching Media Law and Bachelor in EP structure. The study is based on the curricula of the Law Institute of the North Caucasus Federal University and the teaching materials of the Department of Administrative and Financial Law. Abstract

The author argues that today the legal education system needs to be upgraded in line with socio-economic and socio-legal realities of society. This requires modernization of the legal education system, which combines practice-oriented and student-customized methods and techniques that will enhance the process of positive development of the legal socialization of the individual. The main outcome of the legal education of the individual systems are supposed to be legal awareness, values and attitudes, which can make up the legal sphere of the individual and ultimately form positive socialization of the legal person. The author supposes that in order to become entitled to life factor, a measure of real-legal behavior of the subjects, it should be as close as possible to them, so that the citizens know, appreciate and respect the laws. Only under these social and legal conditions of the legal education the system can be an effective tool in the construction of a positive level of legal socialization of the individual, i.e., when the acquired legal knowledge, values, patterns and standards turn into personal beliefs of a subject and strict adherence to legal regulations and, consequently, to the internal demand and the habit of following the rule of law.

Abstract

The relevance of this study is preconditioned by the degree of public danger of corruption in the judiciary, as well as various forms of its manifestation. It requires adequate response measures aimed at strengthening the foundations of counteracting latent corruption in activities of judges, as well as actions to control, minimize and eliminate the consequences of corruption offenses. The article presents a study of existing norms of the Code, specifies relevant corruption manifestation in the work of judges in the exercise of its powers in criminal proceedings, provides examples of some latent corruption in the work of the court and efficient methods to overcome it.

The article studies the topical issues of reforming the health care system, both at the federal level and at the regional, offers solutions to problems in this area. The paper outlines the main features of the legal framework of the health system in the Russian Federation. The system is to ensure citizens' constitutional right to health and access to care. Abstract

The article defines the limits of the exercise and protection of the exclusive rights of the patentee, taking into account the peculiarities of relations arising in the patent area, and the actions of the patentee that may lead to the violation of the limits on the exercise of exclusive rights. The article examines topical issues of implementation of law on the prohibition of the right holder through refusal to an individual, which appealed in order to get access to the intellectual property. It is concluded that the exclusive right is the ability to execute control through the powers of the ban on commercial use of potent protected object.

Abstract

In this article the basic concepts of the foreign public debt is analyzed in relation to tax under different economic schools. The author considers scientific theories of the content of public debt in the context of relationship with the characteristic essence of taxes. On the basis of the study concluded that a variety of approaches to the subject of public debt by representatives of different scientific schools of financial law. The discussions between their representatives indicate that the active work of the scientific thought in the field. The absence of community and common scientific position in the views of scientists on this concept. It is noted that public debt is opposed to taxes when deciding on the financing of the budget deficit.

In West-Caucasian languages the location and the direction of an action are expressed morphologically. The article considers the characteristic features of preverbs of local reference in these languages. Similar and distinctive features of usage of local preverbs among the languages are analysed at different levels: chronological, structural, phonetic, grammatical. The existing research findings are taken into account, a rather wide practical material is given.

Abstract

The article defines the regional specificity of the language persona. With the reference to the theory of linguistic persona and personology the author specifies a number of typological features of the linguistic persona of a resident of an Armenian village Edissa Stavropol Territory, located in the Russian-speaking territorial context. Emphasis on ethnic and regional components of this linguistic phenomenon is made. The dictionary of edissian ethnoregion speech represents up-to-date space in which, under the dominance of Russian literary tradition, an oral form of communication incorporating the dynamic equilibrium of the Russian and Turk components, which is gradually violated in favor of the Russian language. The process of natural «linguistic Russification» contributes to the lack of edissian ethnoregion written form.

Abstract

There are different classifications of languages. Structural-typological approach to the classification of languages is based on a comparison of the word order, i.e. the position of main and secondary components in the sentences. The paper provides an overview of the main theories of language typology, which are based on the order of the basic components of the sentences: subject (S), verb (V) and object (O). In particular, it examines the place of the Spanish language in the classification of languages with the basic order OV or VO. The author gives the review of classical theories (according to which Spanish is traditionally considered SVO-language), and new investigations in this area, in which the Spanish language is considered VSO-language.

Abstract

In the article the phenomenon of mental construction translation in a philosophical discourse is considered, as the main problem in distinction of a philosophical form of reality representation appears the meta-language combining lines of scientific style and a transcendention, that should find its representation in the translated text. Interpretative approach is considered the most effective in philosophic text translation into another linguoculture, but only with phenomenological reflexion both on content and language of philosophic thinking verbalization.

Abstract

The article reveals and describes for the first time the specific vocabulary of Russian speech of bilinguals at Chechen Internet forums: stylistically different Internet messages, slangisms, the use of different kinds of neutral and sub-standard lexical units, specific character of evaluation. Observations show that in the Russian language of Chechen bilingual there are no features of «the language of bastards» and obscene vocabulary, a complete disregard of spelling rules and punctuation is unusual, there are features of play of words. As a whole the article reveals the facts of interference of lexical skills in the Russian language of Chechen bilingual. There are some common trends observed in the interaction of two languages: Chechen and Russian, as well as in native Russian speakers' speech.

Abstract

The modern female prose which worthy representative is M. Kucherskaya is a hot topic of the last decade, however there are few literary works devoted to the analysis of works of the writer. This article is one of the early essentially scientific studies actualizing an attempt to give a typology of female images in the prose of M. Kucherskaya. The characters are analyzed from the point of view of both modern social and gender values, and the context of orthodox traditionalism. The presented typology is relative and applicable to the works of a particular author.

In thе article states the results of the research project «The Lingvocultural dynamic of pragmatic effect of a phenomenon of play on words and its interpretation in receiving culture (on the basis of the American animation series of the end of XX - the beginnings of the XXI century)» which is devoted to research the lingvocultural dynamic of pragmatic effect of a phenomenon of play on words in the American animation. The article deals with generalization of the methodological bases of defining the genre of animation as a specific text type. Under investigation are also the ways of language representation of the text features determined by the author's intentions as a means of creating pragmatic effect.

Abstract

Periodic church newspapers and magazines have the experience of functioning in the context of military-political events. This experience gives us the ability to understand the objective role of media in society. The above-mentioned explains the relevance of the article. The authors analyze the topics, genres and functions of journalistic publications about the Russian-Japanese war of 1904-1905 on the pages of the magazine «Stavropol eparhial gazette». The analysis is performed for the first time and allows us to see how eparhial papers reported the events of the war of 1904-1905.

Abstract

The article studies linguopragmatic aspects of harmonious communication based on tolerance principle and analyzes speech strategies and tactics which tune a communicative act. Communicative and contextual nature of speech actions is specified, the variety of strategies actualizing tolerance principle is defined. The article reveals that a positive pragmatic vector of communicative interaction can be determined by assertive verbal behavior with the reference to informing strategy which is actualized by means of analogy tactics, reference to best practices tactics, solidarity tactics and illustration tactics.

The item offers a focus on the need for theoretical development of special medical translation studies, which would be based on a text-centered approach, also placing an emphasis on linguo-pragmatic features of medical texts in view of their theme and genre as well as various activities adopted by the translator acting as an intercultural professional go-between in the area of theoretical and practical medicine. The author introduces a contaminated classification for text genres that are applied to the contemporary medical discourse and that require special theoretical description and analysis being the subject for the translator's professional activity.

The article deals with the concepts of «linguistic persona», «tolerance», «cognitive speech tactics» in order to analyze the specifics of pre-election speeches and considers the named concepts as the embodiment of socially important type of interaction between politicians and citizen; it also defines the speech categories realizing the speaker's intention of self-representation in order to manifest tolerant behavior, and examines the classification of the relevant cognitive speech tactics. Besides, we adduce arguments in favour of the fact that the concept of «tolerance» is multifunctional and it is necessary to considerate it in the sociocultural and political aspects.

The article deals with main tendencies of evaluation function changes and, as a result, connotative meaning changes of borrowings from neutral to negative, from negative to neutral and from neutral to positive meaning. In the article,we analyze semantic derivation of the word while changing its evaluation function: meaning extension and restriction, metaphorical and metonymical transfer of meanings which show the dynamics of national-cultural component.

Abstract

The article studies silence phenomenon as a means of regulating and tuning interpersonal relations with the reference to a story by a modern German writer Judith Hermann. Communicative pragmatic relevance of silence as a means of overcoming psychological discomfort of characters is stated; the pragmatics of choosing different behavior patterns in order to overcome conflict is claimed. It is specified that deliberate continuous silence is the main to avoid overt interpersonal confrontation, bring in harmony in relations and save them on the whole.
