In 1996, he graduated with honors from the Saratov State Academy of Law (Faculty of Justice).
In October 1996, he entered graduate school with time off from work, which he completed ahead of schedule with the defense of his dissertation on the topic of "Legal principles of property taxation in the Russian Federation" under the supervision of N.I. Khimicheva. The degree of candidate of legal sciences was awarded on February 12, 1999.
The academic title of associate professor in the Department of Financial, Banking and Customs Law of the Saratov State Academy of Law was awarded on April 17, 2002.
On June 20, 2011, he defended his doctoral dissertation on the topic of "Principles of Russian tax law: theoretical and practical aspects of formation and implementation", specialty 12.00.14 - administrative law; financial law; information law.
