Features of state registration activities in the field of food security

Abstract
Introduction The institution of state registration is one of the most important administrative and legal means of ensuring food security. It is widely used by the legislator as a regulator of public relations involving organizations involved in the production and turnover of agricultural products. The scientific novelty of the article is to identify the specifics of state registration activities in the field of food security and to form a theoretical basis for improving the relevant institution. Materials and methods. The methodological basis of the research consists of logical, dialectical-materialistic, systemic-structural and formal-legal methods. Analysis. The object of the study is public relations arising in connection with state registration activities involving organizations that ensure food security. The subject of the study is the regulatory legal acts of the Russian Federation and the Eurasian Economic Union regulating state registration in the field of food security. Results. Based on the results of the study, a conclusion was formulated on the need to introduce a special state registration (in relation to the general rules for the registration of a new type of food products) of cultured meat products allowed for circulation in the customs territory of the EAEU. The implementation of this proposal will contribute to the formation of an appropriate regulatory framework for the development and implementation of cultured meat products, which will serve as a factor in strengthening the collective food security of Russia and the EAEU member states, postulated at the level of Russian strategic planning. A promising direction for the development of the institute of state registration in the field of food security is the full coverage by the legislation of the EAEU of certain types of state registration (medicines for veterinary use, pesticides and agrochemicals, feed additives).
