Статья посвящена проблемам взаимоотношений земских учреждений юго-восточной России с органами государственной власти в 1913 - 1917 гг. Автор раскрывает задачи, обосновывает формы и виды деятельности земских учреждений, а также специфику отношений с властными органами разного уровня. Автор стремится проследить процесс, особенности и механизмы отношений между властными органами и органами местного самоуправления в таком специфическом регионе, как юго-восток России. Обобщается практический опыт, накопленный местными земствами перед и во время Первой мировой войны.
The article discusses the relationships between district councils of south-eastern Russia and the government in 1913 - 1917. The author examines the mission, forms and types of activities of local institutions, as well as the specifics of their relationships with governmental agencies of different levels. The author studies the process, features and mechanisms of relations between government bodies and local authorities in such specific region as the south-east of Russia. The experience accumulated by district councils before and during the First World War is summarized.
