В статье отмечается, что в условиях затягивания боевых действий обе воюющие стороны начинают особое внимание уделять пропаганде внутри страны и за ее пределами, мобилизуя для этого все ресурсы. Пропаганда российской стороны оказалась малоэффективной, что во многом зависело от низкого уровня образования большей части населения империи.
It is stated in the article that during the war when the military actions last a lengthy period of time both belligerent parties start to pay special attention to propaganda both inside and outside the country. They mobilize all their resources for that purpose. Russian propaganda turned out practically ineffective, which was caused by a low educational level of the majority of the population of the Empire.
