Введение. Актуальность рассматриваемой темы обусловлена тем, что опыт подготовки, обучения, формирования кадрового потенциала власти в условиях реформ 1920-х гг. востребован современной Россией. Он позволяет, обратившись к историческому опыту, определить основные приоритетные направления в подготовке управленцев способных работать и принимать решения в условиях ограниченных ресурсов. Целью статья является анализ состоянии партийных организаций регионов Северного Кавказа, которые в 1920-х гг. были единственными источниками формирования кадрового потенциала Советской власти. От их качественно состава, а именно от уровня грамотности, управленческого опыта зависел успех реформ.Материалы и методы. Исследование основано на принципах объективности, детерминизма, историзма и системного подхода. Использованы историко-системный и сравнительно-исторический методы.Анализ. После победы большевиков в гражданской войне в высшем политическом руководстве Советской России сложилось устойчивое понятие о возможности построения социализма с активным использованием военно-коммунистических методов. Практическое их применение привело к очередному ветку противостояния в обществе, которое закончилось временным компромиссом с крестьянством и началом реализации экономических и политических реформ, вошедшая в историю как новая экономическая политика, а затем и социалистическая модернизация. В ходе начатых реформ правительство страны и РКП(б)–ВКП(б) столкнулось с серьёзной проблемой дефицита подготовленных управленческих кадров как для экономики, так и для политической системы. Основным источником кадрового пополнения стали первичные, региональные организации РКП(б)–ВКП(б) на местах. Однако их потенциал на региональном уровне был ограничен, члены партии коммунистов не всегда были подготовлены для профессионального исполнения своих обязанностей, что постоянно формировало конфликт в обществе.Результаты. В ходе исследования мы пришли к выводу, что кадровая политика большевиков, основанная на принципах однопартийности и приоритета представительства коммунистов во всех органах и уровнях власти, препятствовало успешному проведению реформ, способствуя развитию коррупции, росту должностных преступлений и привилегий.
Introduction. The relevance of the topic under consideration is due to the fact that the experience of training, education, and formation of the personnel potential of the government in the context of the reforms of the 1920s is in demand in modern Russia. It allows, with the reference to historical experience, identifying the main priority areas in the training of managers who are able to work and make decisions in conditions of limited resources. The purpose of the article is to analyze the state of party organizations in the regions of the North Caucasus, which in the 1920s were the only sources of formation of the personnel potential of the Soviet government. The success of the reforms depended on their qualitative composition, namely on the level of literacy and managerial experience.Materials and Methods. The research is based on the principles of objectivity, determinism, historicism and a systematic approach. Historical-systemic and comparative-historical methods were used.Analysis. After the victory of the Bolsheviks in the civil war, the highest political leadership of Soviet Russia developed a stable concept of the possibility of building socialism with the active use of militarycommunist methods. Their practical application led to another branch of confrontation in society, which ended with a temporary compromise with the peasantry and the beginning of the implementation of economic and political reforms, which went down in history as a new economic policy, and then socialist modernization. In the course of the reforms initiated, the government of the country and the RCP(b)–VKP(b) faced a serious problem of a shortage of trained managerial personnel for both the economy and the political system. The primary, regional organizations of the RCP(b)–VKP(b) in the field became the main source of personnel replenishment. However, their potential at the regional level was limited, the members of the Communist Party were not always prepared for the professional performance of their duties, which constantly formed a conflict in society.Results. In the course of the study, the authors came to the conclusion that the personnel policy of the Bolsheviks, based on the principles of one-party rule and the priority of communist representation in all organs and levels of government, hindered the successful implementation of reforms, contributing to the development of corruption, the growth of malfeasance and privileges.
